The mission of the Planning, Zoning and Building Department is to assist the community in preparing, administering and implementing development policies and ordinances that result in high quality standards of development and construction for the Village of Diamond. The Department is responsible for implementing the Zoning Ordinance, Subdivision Ordinance, Building Codes, Property Maintenance Code and the Village’s Comprehensive Land Use Plan.
The Zoning Administrator is responsible for processing building permit applications, providing building and zoning code information to land developers, builders and residents, coordination of plan review and inspection services, which are done by outside contractors, and provides staff support to the Plan Commission/Zoning Board of Appeals.

PERMITS AND INSPECTIONS
Printable permit application forms are available on the website by accessing ON-LINE FORMS. Depending on the scale of work, plan review is either done by an outside consultant or by a Village of Diamond staff member.
Inspections require a minimum of 24-hour notice and in most instances are conducted by an outside consultant.
CONTRACTOR REGISTRATION
Any contractor performing work within the Village is required to register annually. The Contractor Registration Form is accessible by accessing ON-LINE FORMS. A certificate of insurance is required for all contractors with limits noted on the registration form. A copy of the Illinois State License is required for plumbers and roofers and a general contractor is required to submit a $20,000 bond.

PLANNING AND ZONING COMMISSION
The Village’s Planning and Zoning Commission is responsible for conducting public hearings and making recommendations to the Village Board regarding requests for rezoning, special uses, variances and land/subdivision development and updates to Village’s Zoning, Subdivision and Building Ordinances.

A Comprehensive Plan outlines a vision for how the community should develop based on current and anticipated conditions. It provides a framework for not only zoning and other land use decisions, but provides direction in planning for capital improvements, parks/open space and other community facilities.
